Important Note

  1. Candidates applying for admission in B.A Semester- I, B.Com Semester- I, B.Sc Semester- I and B.C.A Semester- I have to register themselves on GNDU, Amritsar Portal “collegeadmissions.gndu.ac.in” along with their duly filled admission forms and other essential documents, they are supposed to produce the printout of their registration ( with password) with the application form.
  2. At the time of Counselling, Original certificates will be verified by the college committee.
  3. The admission will be confirmed only after the college fee submission within 24 hours of the selection of the candidate by the college committee.
  4. If the seats in any course remain vacant, the date of submission of the admission form may be extended.
  5. In case, the online portal does not open during the counselling period the candidate may attach a copy of their university registration. The applicant may be eligible for admission in the college only after their registration on the university online portal “collegeadmissions.gndu.ac.in
  6. While getting registered on the online portal, the candidate should check all the details properly like their names, parents’ names, date of birth, class, name of the college, mobile number, email etc. are correctly mentioned. In case of mistakes, the candidates will be solely responsible.

    3. Ensure that they must be in use for at least 3 years to get regular information and updates from the college.

Under the jurisdiction of GNDU Amritsar, the govt. College Gurdaspur ranks among the major colleges of Punjab. In order to cater to the read of higher education in the backward area of district Gurdaspur. Govt College Gurdaspur came into existence in the. year 1954. At the time of its inception the classes were started the govt school (Boys). In the year 1966 the College was shifted to its present magnificent building constructed over 30 acres of land on Trimmo Road, Gurdaspur.

Right from the first principal Dr H.R.Sarna, passing through the hands of prominent personalities, this college is currently headed by Principal G.S.Kalsi with its glorious traditions and under the dynamic leadership of Sh. Gurinder Singh Kalsi, it continues on the path of progress. To date, the college has made significant contributions in the educational, social, cultural and sports arena. The college is proud that hundreds of administrators, artists, doctors, engineers, scientists, warriors, generals and sportspersons have been nurtured in its soil.

Student has passed his +2 from P.S.E.B, Mohali with Punjab History and Culture instead of General Punjabi.

  1. It is mandatory to attach Caste Certificate with the Admission Form. Only those candidate shall be considered who belong to Backward Classes and whose family income does not exceed Rs. 1,00,000/- also attach income Certificate.
  2. Caste Certificate and Income Certificate should be issued by Deputy Commissioner/Additional Deputy Commissioner/Sub-Divisional Magistrate/Officiating Magistrate/Tehsildar.
  3. Children of BSF/Armed Forces /CRPF personnel should attach the certificate issued and signed by Commanding Officer.
  4. Sports person would be admitted on the basis of merit and their performance in practical. Only those Sports persons are admitted, who are eligible to represent the college and can also participate at University level.
  5. Children of the teachers working in Govt/reputed educational Institutions should attach a Certificate issued by Head of the Institution, duly attested by D.T.O . Children of college employers and staff will be admitted.
  6. Children of riot affected 100% disabled/Sikh migrants/ internal migrants/external migrants families must submit ID prof with photo issued by Deputy Commissioners.
  7. If applying for a Category, suitable document as a proof must be attached with the admission form.
  8. SC/BC Candidate must submit Low Income Certificate (duly issued by competent authority), at the time of fees payment.
  1. Admission is done as per the rules of Guru Nanak Dev University, Amritsar and Punjab Govt. Admission will be solely o merit basis.
  2. Candidate can be refused admission without notice. Principal decision will be final.
  3. Reserved seat must be claimed while filling the admission form . Admission will be strictly according to rules.
  4. Income Certificate must be attached at the time of admission. The fee will not be refunded in case of non-submission of Income Certificate.
  5. Failures would not be admitted.
  6. Candidates who have compartment in +2/final year of Graduation, will not be given admission to higher class.
  7. Casual admission is not given.
  8. In B.A. Semester – I , if the no. of candidates exceed the decided limit, he/she can be refused to take opted subjects.
  9. Each candidate has to pass through the interview committee.
  1. AS per University directions letter no. 1780-2129/Reg dated 19.04.2017 candidate from other University must produce Migration Certificate, In case migration certificate is not submitted by the candidate admission shall be cancelled, and concerned University shall be fired.
  2. Candidates who have passed lower examination from other Board/University ( Punjab, Punjabi University and P.S.E.B), shall submit eligibility certificate from the University withing 1 month. Candidate would not be admitted, if he/she fails to produce eligibility certificate.
  3. To get eligibility certificate fill the specified form, along with the application and Rs. 100/- fees and documents mentioned as under :-
    • Detailed mark sheet and original certificate of lower examination
    • Migration Certificate issued from Board/University.
    • Entrance test card as copy of selection list.

Student belonging to SC/ST/BC must attach required Caste Certificate with Income Certificate issued by competent authorities along with application to avail benefit of non-payment of non- refundable charges as per Punjab Govt. instructions. In event of non-production of required documents, students belonging to the relevant category will not be eligible or this exemption.
  9. Self attested Stamped Envelop (only for the candidates applying in outgoing class.).
  10. Submission of Migration Certificate (Original Certificate) within 21 days is the sole responsibility of the candidate.
  11. Candidates applying for reserved category must submit attested Xerox copies (two copies each).
  12. Aadhar Card
  13. Candidate must submit the same email address and mobile number which has been entered at university portal at the time of registration.

Note : 1. 25% of the total of M.A Classes will be for Seminars.

2. Each student will complete the minimum five assignments required for the seminars.

Regarding Fee Payment :- As per college rules, concession in fee in granted to real brother & sisters. After the admission in granted, it is mandatory to deposit fee with 24 hours, otherwise the admission is likely to be cancelled. At the time of Admission, fees upto October have to be paid and all other funds for the full session. The nest installment of fee is to be deposited in January every year. The Roll Number for the University exams are not issued till all fees/funds are cleared. The Library security is refundable with a year after a student leaves the college. The students should bring small currency notes at the fee window.

1. Attendance in Classes

  • 75% attendance each both in theory & practical classes is mandatory.
  • All students will have to attend 75% lectures each in every subject.
  • The benefit of lectures will not be given to those students who change their subject.
  • The lectures will be counted w. e.f. the date of admission
  • Leave, except for Medical leave will not be counted in the lectures.
  • For NCC Cadets to appear in ‘B’ & ‘C’ certificate, 80% attendance is mandatory.
  • Classes for 2nd, 4th & sixth semesters will commence after the winter-break even though the result of the lower class exam in not declared.
  • The admission forms for the university exams are submitted provisionally to the University.  Only those students are allowed to appear in the university exam who  fulfill the above listed conditions.

2. Regarding College Leaving

  1. any student wants to leave college he will have to give that in written to the principal. Its necessary to get the application signed by your father or guardians.
  2. Before learning the college, student will have to clear all the mandatory dues. He/She must return the library books they issued for theirselfves. Any student who won’t comply by the rules and returns of the college belongings will have to face litigation.
  3. Student will have to pay the fees upto the date till principal allows the termination of the student.

3. Important Note

  1. This prospectus is not a legal document. Govt. College Principal keeps the complete right to change any rule anytime.
  2. Principal has the right to reserve the admissions. Student can be denied from the admission without offering any sort of explanation.
  3. College fees once submitted won’t be refund.

4. Regarding Subject Changing

  1. Students will have to follow the “Subject Combination” rules. They must go through the combinations sincerely framed by the college committees opting for them. Students can’t make changes to it on his own.
  2. In case of any “clash” or if there are vacant seats available in any specialized subjects, students of  “Only first Semester” will be allowed to make changes in their combinations and that too “15 days” prior to the commencement of the session.
  3. Subjects will be changed only after filling up the required college forms still permission to the change of subject would be granted only if there will be seats available in it. and the subject combination  must be appropriate according to the rules. This must be taken as an important alert note by the students.

5. P.T.A

According to the instructions given by the govt., Parents – Teacher association has to be formed in which the members will be the parents & teachers itself. Its purpose is to serve for the welfare of the college and to give students as much educational & other facilities as possible.

To achieve these targets both parents & teachers contribute monetarily for the upliftment of the college.

6. College Uniform

  1. Girls have to wear uniform prescribed by the college. Uniform includes pink shirt with white lower & dupatta  and black sweater for the winters. Wednesday  and Saturday are exemption days.
  2. Its mandatory for the “Sikh students to wear turban. Patka wearing in college timings is prohibited. But in the evening students can wear Patka in the playground.

7. Tutorial

To make rapport between teacher and students there will be held tutorial groups, meetings are continually done throughout the year.  Attendance of the students in tutorial groups is compulsory.

8. College Council

For academic and disciplinary issues, college council has been made. Its members are give senior staff members and College Principal. The decision once taken by the council will be final and permanent, completely immovable.

9. Alumni Association

In our college an association of old students is ceaselessly working for the betterment of the students. Financial assistance, Books, Uniforms and Scholarship are provided to the needy and capable students.

10. Literary Societies

Literary Societies in the subjects of Punjabi, Hindi, English, Economics and Science are working efficiently. These literary societies help to unveil the hidden talents among the students.

11. College Magazine ( Gurdas )

To encourage students creativity, college publish annually college magazine under the title ” Gurdas” . This magazine consists of various sections in Punjabi Hindi, English, Sanskrit and Science. Each Section is monitored by Professor (Editor) , and a student editor  is chosen after conducting written test . The entire magazine is further assembled and scrutinized by Chief Editor.

12. Scholarships

  1. Post matric Scholarships for minority community students.
  2. Merit Cum Means based Scholarship for minority community students.
  3. Post Matric Scholarship to the students belonging to Scheduled Castes, Scheduled Tribe & Backwards Classes

Notes : All instructions regarding Scholarships will be notified at the time filling forms for Scholarships . Students must keep a copy of their Aadhar Card and Bank Pass book ready with them. Financial help is also arranged at college level through “Students Aid Fund” and ” Red Cross Fund” for the needy students.

13. Library

Our college library has approx. 60,000 Books, Newspaper and Monthly Journals are subscribed for reading room. There is a provision for  separate rooms for girls and boys.

Rules and guidelines for library are as under :-

  2. Each student can keep library books for 14 days. Delay in return of books would charge 50 paise per day for each book. Fine will be taken for Sundays and other holidays excluding long holidays.
  3. If book are found in bad/worse condition then he/she has to pay the complete amount.
  4. Reserved books will not be permitted to go out of this library.
  5. When notified by the librarian, he/she has to return books immediately.
  6. If issued book is lost and it is unavailable in the market , in that case Principal can claim fine apart from the boos cost.
  7. Library security can be claimed within one year before leaving the college.

14. Book Bank

Books are provided to needy students from book bank. To avail the facility of tree books from book bank , an application along with specified form (which can be taken from the library ) should be submitted in this library at the beginning of academic session. Books issued from Book Bank must be returned after the exams. Book Bank was started under RUSA Scheme Component Equity Initiative. Any queries regarding book bank can consult book bank incharge Professor Phoolan Attri.

15. Edusat Lab

Punjab Government with the help of ISRO has set up an Edusat Lab for students of Government College Gurdaspur.

16. Eco Club

In order to maintain and beautify the environment an Eco Club has been established in the college. Students can contribute in this club by becoming its members.

17. NCC

Professor Baljit Singh is the incharge of NCC department of the college. Girls and Boys, interested in NCC can contact him.

18. NSS

In order to cultivate the feelings of social service and national  integration among students three units of NSS have been established. Interested students(Boys and Girls) may contact the unit incharge Prof. Bajlinder Singh Sekhon, Prof. K.K. Malhotra and Prof. Mrs. Chetna Bajaj.

19. Culture Activity and Youth Welfare

  1. To generate literary and cultural interest among students the Youth Welfare  department is active in the college.
  2. The students can participate in the following activities to give their contribution in this department.
  3. Inter college competition in various area
  4. Youth festivals conducted by university and education department.
  5. Youth leadership training camp
  6. Hiking, Trekking camp.
  7. The university of the above activities get benefit in their admission in various educational institutions as well as in their jobs.
  8. The department takes students on educational tour too.
  9. The four most outstanding students in the field of cultural activities are given Rs. 200/ months for the whole year as stipends.

20. Identity Card

  1. A photo identity card is provided to each student of the college.
  2. Students can enter college only if they have their identity cards with them.
  3. The college staff can check the identity cards of the students any time.
  4. Disciplinary action can be taken against students in the absence of identity card.
  5. Duplicate identity card can be issued only when the FIR of missing identity card is lodged with the police. A sum of Rs. 100 will be charged as special fee for this.

21. Rule Regarding Leave

  1. Permission for three day leave will be granted by the tutor. For four to seven day leave the permission will be granted by senior tutor. For more than seven day leave and for communication the permission will be taken directly from the Principal.
  2. In case of sick leave of more than seven day a medical certificate issued by a registered medical practitioner should be submitted well in time. Late submission of sick leave will not be entertained.

Roll of Honour, College Colour and Merit Certificate

Students gaining outstanding Positions in academics, sports, NCC, NSS, Cultural activities etc. are bestowed arts college colour, Roll of honour and merit certificates. For granting honour in any field, the permission of college council in compulsory. The right to amend in the rules of honoring students is reserved with the college council.

  1. Academic Prizes

Rules regarding prizes on the basis of house test

  • The students obtaining first three position in total marks of all the subjects.
  • The first three position holders of every subject will be given awards on the condition that they obtain atleast 50% marks.
  • In case two or more students get equal marks in one or more subjects the award will be conferred to all of them.
  • Students, failed in any subjects will not be given prize.
  •  If ten or less than ten students appear in the exam of a particular subject only one will be awarded.
  • If only student will appear in the exam of a particular subject no award will be given.
  • Award for aggregate will be according to university faculties.

 2. Rules for award on the basis of University exam

     (a) Roll of Honour

  •   Students obtaining first five position in the  university exams will be  registered for   roll of honour.
  •  The student of B.A. Honours, obtaining 2nd or 3rd position will be awarded college colour.

     Sports Rule

    (a) Roll of Honour

  • Roll of honour will be awarded to the 1st, 2nd and 3rd position holder in All India/inter-university/national/ inter-state competitions.
  • Is position holder in university /state competition

      College Colour

  1.  College colour goes to member of national/combined university team.
  2.  Members of state university team.
  3.  Best athlete of the college (one boy and one girl ).
  4.  Individual university  championship competition like Boxing, Wrestling, Best Physique,      Weight lifting, Swimming, Shooting etc, the student holding the first two positions.
  5. The first two position holders in the university ………. competition.
  6. The following percentage will be applicable for conferring the college colour.

(a) 100% for the team holding 1st position in the university.

(b) 50% for the team holding 2nd position in the university.

(c) 33% for the team holding 3nd position in the university.

Note:  Only the actual player will form the basis of the sports. The attention of  President/Incharge regarding the member of players will be considered  valid. In case of tie for best athlete the decision will on the basis of the following:

  • The player who has made new record.
  • The player who has  gained maximum no. of 1st positions.
  • The player who is older in age or the player who is a senior student.

3. Merit Certificate

  • The merit is conferred upon the student obtaining 1st position is not less than three sports events or have gained atleast  15points.
  • The captain of the college team who has won atleast one university match. The recommendation of the president is compulsory.
  • Merit Certificate is also awarded to the student editors of each section of  the college magazines ‘ Gurdas’.
  •  Students are also given merit  certificate  for their special contribution in any field with the consent of the principal.

4. NCC

(a)  Roll of Honour is conferred upon :

  1. Cadet obtaining 1st or 2nd position in All India/Inter -State/ Inter Directorate camp or  the  best or the  second best cadet.
  2. Cadet participating in  Republic Day parade  conducted by  state/directorate in New Delhi.

(b)  College Colour is given to :

  1. Best Cadet of NCC basic leadership camp/army attachment camp.
  2. Sergeant of the company/under officer  who fulfills the following conditions

(i) C- Certificate pass or equivalent

(ii) Best shooter of the company or equivalent.

(iii) Selection of the  cashier R.D. Parade .

(iv) Attended the Army attachment camp.

(v) Attended the inter-state/national/international camp.

(vi) Attended the hiking, trekking camp  .

(vii) Undertaking the  mountaineering training .

Note :-  Maximum colour will be given for NCC

5. NSS

    (a) Roll of Honour will be awarded to :

  • The volunteer who has obtained 1st or second position in All India/Inter -State/ Inter university events like blood donation etc. or has been debate, speech , discipline etc. or has been announced best camper/2nd best camper in the whole events.
  • The winter of the university level medals who has  achieved outstanding position in all he activities of NSS.

   (b) College Colour is conferred upon:-

  •   Minimum 3rd position holder in inter-state/inter university/All India camps/ university competitions/state representations.
  • 1st or 2nd position holders in inter college camps organized by  the university or the best or the second best camper.
  • The best Volunteer (only one) if he/she has obtained 25 points as per the following:-

(i) 2 points in every 10 days camp (maximum 6 points)

(ii) 5 points  in inter- college camp

(iii) 2 points for 120 hours (maximum 6 points)

(iv) 5 points for blood  donation.

(v) 2 points  for gaining prize in any  inter college camp.

(vi) 2 points for Best camper of the unit.

(vii) 2 points for running adult training centre.

(viii) 2 points for  cultural activities  of the camp.

(ix) 2 points for  C  Certificate.

(x) 2 points for  collecting maximum relief/keeping fund.

(xi) 3 points for getting 1st position in  Punjab specified camp/events organized by Punjab                     Govt/University.

(xii) 5 points for best project work.

(xiii) 3 points for best in sports organized by  the camp.

6. Cultural Activities

  •     The students who gets 35 points and 25 points as per the following will be eligible for college colour. The point include prize gained in inter college competition and university youth festival.

  •  It is granted to 1st position holder who represents university in Inter State/All India Competition.

    (b)  College Colour is given to :

  • 1st or 2nd position holder in university youth festival or zonal competition.
  • Resident of area youth festival.
  • Representative of the university who achieve 3rd position in Inter University/Inter State/All India competition.
  • The following percentage rate will be  applicable for group items.

(i) 10% or atleast our colour for 2nd position in zonal competition

(ii) 20% for 1st position in zonal competition .

(iii) 33% for 2nd position  in Inter zonal university campition

(iv) 100% for 1st position in inter zonal university competition

Note:-   The above percentage rate is only for the actors who actually perform on the stage (Helper will not be awarded)

 

  1. The prospectus must be read carefully by the students and their parents before getting the admission form filled out.
  2. Parents are of utmost responsible for their word eligibility conditions, shortage of lectures, and results of house tests. Parents must know about other required instructions from their wards from time to time.
  3. The students are supposed to fulfil the conditions fixed by the university to sit in the semester examinations. They will not be allowed to sit in the examinations conducted by the University in any case.
  4. There will be a test conducted for every student monthly, according to which his assessment will be done.
  5. Each and every student is supposed to appear in the house examination. In case a student is unable to appear in the house examination due to any sports or cultural activities, disease or accident, he/she must seek prior permission from the Principal. In case he/she did not apply for prior permission, will not be eligible to appear in the special tests.
  6. An application for sick leave between domestic examinations can be approved if it is accompanied by at least a medical certificate from an MBBS doctor. It is necessary to send such an application during the period of illness. No medical certificate will be accepted after the examination. With this leave, only the penalty can be exempted. This will not make any difference in the exam conditions.
  7.  Strict disciplinary action will be taken against any student who violates college discipline.
    Maintenance of college property and college campuses is the basic duty of every student.
  8. It is necessary for every student in the college to bring an identity card every day.
  9. Strict disciplinary action will be taken against the student who is absent from three consecutive tutorial groups, classes and the annual sports function of the college.
  10. The father/guardian of the student will compulsorily contact the college administration for general information and the academic progress of his ward from time to time during the session. In case this does not happen, this office will not be responsible for any kind of action regarding his ward.
  11. It is the responsibility of the parents to find out about the lecture shortfall of the student in the first week of November 2022 and April 2023.
  12. The student will not seek any kind of separate arrangement for studies or practicals etc.
  13.  Students will not demand any special arrangement for his/her study or practical subject.
  14. If any of the facts find false after the admission struck from the college campus and he will be responsible for any legal complication.
  15. Parents are supposed to deposit the dues of their words in time, otherwise, the office will not be responsible for any loss.
  16. Students must read the notice board regularly. All information is displayed on the notice board. If a student did not get any information, it will be his responsibility for his/her negligence.
  17. Rs. 500/- will be charged if there will be any breakage of electrical equipment or furniture set-up.
  18. Rs. 500/- will be charged if a student tears off any notice from the notice board.
  19. Students are not supposed to use phones on the college campus. Smartphones are allowed only for their studies and any other information. During exams, students are prohibited to bring their phones to college campuses.
  20. Students are not allowed to keep their books on the vehicle of the college staff. They will be charged Rs. 100/- for this offence.
  21. Ragging is strictly prohibited. Disciplinary action would be taken against the students involved in such activities and will be suspended from the college campus.

Note : 

  • Migration fee is accepted only from migrant students.
  • SC  and BC students are liable to relax from tuition fee but they are supposed  to submit their certificate issued from a competent authority like Sarpanch of a village, M.C or Tehsildar.
  •  Verification fee is necessary ( for these students who passed their lower examination from other universities).
  • Students who are studying Geography, Music and Honour subjects are liable to pay etc. funds which are as follows :

(i) Music fund Rs. 7/- per month for every class.

(ii) Honors fund Rs. 2/- per month for every class.

(iii) Geography Rs. 7/- per month for every class.

(iv)  Girls students are relaxed from tuition fee.

(v)  Convocation fee is accepted only from students of B.A/B.SC/B.COM part III and the students of M.A part II only.

(vi)  Any change in fee and fund could be done according to the instructions of Punjab Govt. and GNDU Amritsar without any fee information
